(i) Strait Lane Allotments — Notice to terminate tenancy
be withdrawn on condition that plots brought up to required standard within
two weeks (ii) Letter sent to Hurworth School re Specialist School Status
— response awaited
19. POLICE REPORT
There were six incidences of crime during the month
including two burglaries one of which was to a dwelling house. In addition
there were four reports of youths causing disturbances, outside the Spar
shop and Hurworth School being two of the locations. A question was raised
as to heavy goods vehicles using the village as a shortcut to avoid congested
traffic at Morrison’s roundabout.
It was reported that traffic cones used at the
primary school to manage the parking problem had been a great success.

24. AUDIT OF ACCOUNTS
The Clerk reported that official notification had now
been received in respect of the appointment of external auditors for the
200 1/2002 accounts, although to date no documentation had been received
to complete the audit. In addition a communication had been sent by the
external auditor indicating that the appointment of an internal auditor
for the current year could be best served by a number of Parishes agreeing
to perform the role for each other provided a commitment was given to
appoint independent internal auditors from next year. RESOLVED (i) That
the information be noted in respect of the appointment of external auditors
(ii) That the appointment of internal auditors be discussed
at the next meeting of the Darlington Association of Parish Councils and
Parish Meetings with a recommendation that the service, subject to cost,
be undertaken by Darlington Borough Council
25. HMS HURWORTH JUBILEE CELEBRATIONS
The Clerk reported on a telephone call received form
the Captain of HMS Hurworth inviting two members of the Parish Council
to attend the Queen’s Jubilee Celebrations aboard HMS Hurworth on Thursday
27th June 2002. Nominations were required as a matter of urgency as security
checks would need to be conducted. In the absence of the Chairman on holiday,
the Clerk contacted the Vice-Chairman, A. Gibson and the immediate past
Chairman J. A. Lawrie who expressed a wish to attend the celebrations.
RESOLVED (i) That the Clerks action in nominating A.
Gibson and J. A. Lawrie as representatives of the Parish Council to attend
HMS Hurworth’s Jubilee celebrations at Portsmouth on 27th June 2002 be
approved
(ii) That expenses for the visit be approved

9. CASUAL VACANCY
The Clerk reported that no request for an election had
been received and it was therefore necessary for the Parish Council to
fill the vacancy by co-option as soon as possible
RESOLVED That members consider nominations for
the next meeting failing which advertisements can be placed within the
village informing residents of the vacancy
10. AUDIT OF ACCOUNTS
The Clerk reported on the new “lighter touch” audit
which was to operate for the 2002 accounts. A district audit function
was to be provided by Burnett Swayne of Southampton where a fixed fee
was set for the service. However an internal audit service was also required
under the new system and alternative methods of appointment had been suggested
by the Audit Commission RESOLVED That the new system be approved and that
the appointment of Darlington Borough Council as internal auditors be
considered subject to cost
11. REQUEST FOR DONATION
RESOLVED That a donation of £25 be made to North
East Crime stoppers in recognition of the work they undertake in the area
12. DARLINGTON ASSOCIATION OF PARISH COUNCILS/MEETINGS
A letter had been received from Darlington Association
of Parish Councils/Meetings seeking a nomination
to attend a meeting with the Chief Executive of
the National Association of Local Councils to discuss the issue of Darlington’s
request for membership
RESOLVED That P. Foster and the Clerk of the Council
be nominated to attend the meeting to be held
at 2 p.m.on 28th May 2002 at Darlington Town Hall
13. CODE OF CONDUCT FOR PARISH COUNCIL
The Clerk of the Council reminded members that the Code
of Conduct had been officially adopted from lst May 2002 and that it was
necessary for members to complete the Registration of Financial and Other
interests within 28 days of adoption and the Undertaking to comply with
the Code of Conduct within two months

further investigated and the matter of the cycle track be referred to

130. POLICE REPORT
There were twelve incidences of crime during the month

addition there were eight reports of youths causing annoyance primarily
in the Strait Lane vicinity. A close watch is being kept on this situation.
A question was raised as to a report on the radio concerning
broken windows at Hurworth School but this appears to refer to a previous
incident.

119. POLICE REPORT
Sergeant Ralphs was pleased to report that there had
been no incidence of burglary this month. However there were three thefts
from motor vehicles and two vehicles stolen. Following receipt of a letter
from Hurworth Preparatory School a visit had been made and a leaflet drop
undertaken in the vicinity of the school to report incidents. The
air pistol problem reported the previous month was no longer there. Two
youths had been spoken to in respect of disturbances. An incident was
reported on the Friday evening of a crowd gathering near the football
club gates however there was a police presence in the village on that
night but no gathering had been witnessed.

COUNTY TIDY VILLAGE COMPETITION 2002
RESOLVED That formal entries be made on behalf of Hurworth
and Hurworth Place to the Durham County Tidy Village Competition 2002
and that a donation of £10 be made towards administrative costs
111. COMPUTER REPLACEMENT
The Clerk of the Council presented a report on the replacement
of the existing computer which was no longer serviceable. The options
together with the Council’s policy on Internet were considered.
RESOLVED That the quotation from Darlington Borough
Council for the purchase of a Dell Inspiron 2500 Notebook and Epson Stylus
C4OSX printer in the sum of £1051 .60 (excluding VAT) be accepted
112. THE GRANGE DRIVEWAY
A verbal report was presented
by J.A. Lawrie on the current situation in respect of The
Grange Driveway indicating that estimates were currently being prepared
by
Darlington Borough Council prior to a submission
to County Durham Environmental Trust for a grant
award. Temporary repairs had been undertaken to
resolve the immediate problem of potholes.

113. PARISH COUNCILS (MODEL CODE OF CONDUCT) ORDER 2001
A copy of the Parish Councils (Model Code of Conduct)
Order 2001 had been circulated to all Councilors indicating the requirements
to provide information as a prerequisite to sitting as a Councillor. The
Clerk of the Council further reported on correspondence from Darlington
Borough Council as to the adoption of the Order and the arrangements for
training prior to adoption.

(Mode of Conduct) Order be in accordance with the recommendations of Darlington

92. CASUAL VACANCY.
The Clerk reported that confirmation had been received
in respect of Mr D. A. Bell’s inclusion on the electoral register and
consequently he was eligible to be considered for cooption to the Council.
93. MINUTES
RESOLVED That the Minutes of the last meeting
held on Tuesday 11 December 2001 be approved as a true record and signed
by the chairman
94. MATTERS ARISING
(i) Free paper deliveries — action taken
(ii) Blands
Corner roundabout — direction signs and road markings to commence January
2002
(iii) Arriva bus service — new timetable — investigate.
95. POLICE REPORT
Two thefts from motor vehicles, but on the 10th – 11th
December there were 6 dwelling house burglaries which appeared to have
been travelling criminals from the Teesside area. Again everyone asked
to be vigilant and to report any thing suspicious no matter how trivial.
Small items add up to give a bigger picture. Security within home essential
and timer lights should be used to indicate presence.
96. PLANNING MATTERS
RESOLVED (i) That the following matter be objected to
on the grounds stated:
01/880 Erection of 20m lattice mast with six antennae
and two dishes together with the associated equipment and cabin fencing
at Field No. 7400 Hurworth Moor
Objection:- Visual intrusion
(ii) That the following matter be received without comment:
01/854 Replacement of
flat roof with new pitched roof at 28 Friars Pardon Hurworth
(iii) That correspondence received in respect of planning decisions
by Darlington Borough Council be noted.

HIGHWAY MATTERS
RESOLVED That the following matters be reported for
action as necessary
(i) Strait Lane — missing signs 2x “30mph”; “Hurworth”
location sign requires cleaning
(ii) The Grange Access Driveway — item for next meeting
(iii) Gullys Blind Lane and West End areas — update required from
Northumbrian Water
99. PARISH TRANSPORT SCHEME
The Clerk of the Council referred to the report
previously circulated giving the results of the survey (see file) indicating
the level of demand and support or otherwise for the proposed scheme.
Clarification in respect of those indicating a desire
for the service from Rockliffe Court was given by Mrs Jean Kendall.
RESOLVED (i) that the report be received and that a
committee be established to determine the criteria for inclusion within
the scheme and the logistics of the operation.
(ii) The composition of the committee be as follows:
P. Foster, D. R. McBeath, Mrs M. R Naylor, K.
H. Thompson and Mrs J. Kendall
(iii) That the Clerk of the Council be authorised to make
an appropriate response to the letter received objecting to the scheme
100. DRAFT ANNUAL ESTIMATES 2002/2003
The Clerk of the Council presented a report showing the
basic spending requirements for 2002/2003 including
those approved at the special Council meeting of 4th December
2001
RESOLVED That the report be approved and that a precept
of £6,249 be made on the Borough Council for the
2002/2003 financial year.
101. QUALITY PARISH AND TOWN COUNCILS
The Clerk of the Council gave a verbal report on the
seminar attended by The Chairman J. A.Lawrie and
himself on 15 December 2001 and made reference to the consultation paper
on
Quality Parish & town Councils previously
circulated
RESOLVED (i) that the report on the seminar be noted
(ii) That the consultation paper be received
