Dear Mr Murphy,
Intended lease of land to Mr Gary
Orpen
Reference the above. We would like
to register our strong opposition to the proposal, and would welcome an
opportunity to obtain some answers to the queries given below.
1. Have all/any other measures been investigated? If so, when and by whom,
and what was the outcome?
2. Over the past 2/3 years have any meetings been held between the PC/Grange/Orpen?
If so, where is the record of these meetings and any subsequent actions?
3. The root cause is anti-social behaviour by a few which is a source
of aggravation and concern throughout the village. "Buffer zones" at every
site of vandalism are not practical. Deeper remedies are needed and parish
council time and effort would more usefully be spent addressing the issue
of anti-social behaviour in general rather than appeasing one vociferous
individual.
4. We are not clear as to the legal background of Mr Orpen's claim on
the Community Association and Parish Council. What is it that gives him
a legal complaint against these bodies, rather than against the guilty
individuals, compared to someone whose property is affected by vandals
gaining access to his boundary from other public areas such as the Green?
5. Surely this is not the first time such an event has happened. Has anybody
made any attempt to find precedents? 6. Mr Orpen has been denied planning
permission to develop land at the rear of his house. We understand one
of the reasons for this was access. As time passes, and perhaps another
application is made, the problem of access may appear to be less acute
with land already "given up" for a buffer zone. Is the Parish Council/Grange
eventually going to make it easy for Mr Orpen to achieve his original
end? Granting Mr Orpen a lease on land which is a community asset is too
important a step for the Parish Council to take without more opportunity
for public debate.

She is ( a past) Chairman of the Hurworth Parish Council and donated
the flag.
If
you live in the village and wish to see your own National Flag
(eg. Scotland, Wales, Ireland) flying on the Green, then all you
have to do is purchase one and give it to your Councillor, who
will organise it.
